Yuncheng introduces new regulations to regulate fire safety

Recently, the Yuncheng Fire Safety Committee of Shanxi Province has formulated the “Regulations for the Standardized Management of Fire Safety in the Industrial System of Yuncheng City” in accordance with laws and regulations such as the “Fire Protection Law” and “Administrative Regulations on Fire Safety of Organs, Groups, Enterprises, and Institutions”. It aims to form a standardized management mechanism of “safety self-inspection, self-diagnosis of hidden dangers, self-confidence, and social supervision” and promote and accelerate the socialization of fire protection work in the city.

The “Regulations” include the organization and personnel of fire safety management within the industry, system, fire safety responsibilities, fire safety regulations and fire safety operation regulations, site setting requirements, fire safety management measures, fire inspection, fire hazard rectification, fire protection education and training , fire extinguishing and emergency evacuation plans and drills, fire accidents, fire basic files, fire protection funds, fire inspection and assessment and rewards and punishments 14 main contents.

The "Regulations" require various industries and systems to regularly analyze the fire safety situation of this department, the system, and the unit, establish and improve the fire safety responsibility system, and formulate fire safety regulations and operating rules, within the scope of their respective duties, in accordance with fire laws and regulations. Requirement to comprehensively strengthen the supervision and management of fire protection work, establish and improve leadership mechanisms and work responsibility systems for fire safety work, formulate fire safety management measures, strengthen fire safety, fire prevention, escape and self-rescue fire safety knowledge education and training, and regularly organize special fire safety inspections. Troubleshoot and rectify fire hazards.

In addition, for the approval projects involving fire safety, the administrative examination and approval departments must strictly review their duties and perform the audits. For those fire safety conditions that have obtained approval documents but no longer meet the requirements of laws, regulations and technical specifications, the originally approved departments must revoke the approval documents. For those departments that have not obtained approval in accordance with the law, engage in relevant production and business activities, and are responsible for administrative examination and approval, they shall immediately shut out and ban the relevant industries and receive administrative penalties according to law.

At the same time, various industries and system units should incorporate fire safety work into internal inspection, assessment, and evaluation, implement a half-year and year-end evaluation system, and give awards and rewards to departments and individuals who have achieved outstanding results in fire safety work, and fail to perform fire safety. Responsibilities or violations of the unit's fire safety system shall be subject to administrative disciplinary measures or other treatment in accordance with the regulations. If the violation of fire laws and regulations is punishable by an administrative penalty and constitutes a crime, criminal responsibility shall be investigated according to law.
