First, the price of photovoltaic power stations (a) According to the conditions of solar energy resources and construction costs, the country will be divided into three categories of solar energy resources, and the PV power plant benchmark on-grid tariffs will be formulated accordingly. The benchmark on-grid tariff for photovoltaic power stations in each resource zone is attached.

(2) The on-grid tariffs for photovoltaic power stations are higher than the on-grid tariffs for local coal-fired unit benchmarks (including environmental protection tariffs such as off*, the same below), which are subsidized through the development of renewable energy.

Second, the price of distributed photovoltaic power generation (1) The implementation of a full power subsidy policy for distributed photovoltaic power generation, the price of electricity subsidies is 0.42 yuan per kilowatt-hour (including tax, the same below), to be paid through the development of renewable energy, It is transferred by the grid companies; among them, the distributed photovoltaic power generation system can use more than the electricity for the Internet access, which is acquired by grid companies according to the on-grid tariffs of local coal-fired unit benchmarks.

(2) All kinds of ** and surcharges levied with the electricity price on the self-power consumption of the distributed photovoltaic power generation system, as well as the system spare capacity fee and other related grid connection service fees.

Third, the implementation of time zone benchmarking on-grid tariff policy applies to the record after September 1, 2013 (approved), and before September 1, 2013 for the record (approved), but on January 1, 2014 and after the operation of the photovoltaic power plant project; The tariff subsidy standard applies to distributed photovoltaic power generation projects other than those that enjoy central government investment subsidies.

IV. Other Provisions (1) Photovoltaic power generation projects that enjoy state subsidies for electricity tariffs shall comply with the renewable energy development plan, and shall comply with the fixed assets investment approval procedures and relevant management regulations.

(2) The photovoltaic power generation project shall be benchmarked to the on-grid tariff or tariff subsidy standard from the start of operation, and the term is in principle 20 years. According to factors such as the scale of development of photovoltaic power generation and changes in the cost of power generation, the State gradually reduced the on-grid tariffs for photovoltaic power plants and the subsidies for distributed photovoltaic power generation to promote scientific and technological progress, reduce costs, and increase the competitiveness of the photovoltaic power generation market.

(3) Encourage the adoption of bidding and other competitive methods to determine the on-grid tariffs for photovoltaic power plants or the subsidies for distributed photovoltaic power generation, but the on-grid tariffs and tariff subsidies formed through competition must not exceed the benchmark on-grid tariffs and tariff subsidies specified by the state.

(4) Power grid enterprises shall actively provide necessary grid connection services such as grid-connected access and metering for photovoltaic power generation projects, and promptly settle tariffs with photovoltaic power generation enterprises as required. At the same time, it is necessary to timely measure and verify the amount of electricity generated by photovoltaic power generation projects and on-grid electricity, and apply for electricity price subsidies accordingly.

(5) Photovoltaic power generation enterprises and power grid companies must truthfully and completely record and preserve the information on on-grid electricity, self-use electricity, electricity price settlement, and the amount of subsidies for photovoltaic power generation projects, and receive supervision and inspection from relevant departments. Defrauded as price violations be investigated.

(6) The competent pricing departments at all levels shall strengthen the supervision over the implementation of the on-grid photovoltaic power generation price and the supplemental electricity price settlement for photovoltaic power generation to ensure that the photovoltaic power generation price policy is in place.
