On January 23, 2014, the US Department of Commerce issued an announcement to initiate anti-dumping and countervailing investigations on imported PV products from China, and initiated anti-dumping investigations on photovoltaic products originating in Taiwan. This is the second time that the United States has launched a double-reverse investigation on my PV products since November 2011.
The products involved in this investigation are Crystalline Silicon Photovoltaic Cells, whether they are individually, partially or completely assembled into other products, including but not limited to batteries, components, laminates, panels and building integrated materials. Thin-film photovoltaic cells made of materials such as amorphous silicon, cadmium telluride or copper indium gallium selenide, as well as solar cell products covered by the double anti-taxation regulations currently under implementation, are not included in the product under investigation. The products involved in the US Customs Tariff No. are listed under 8501.61.0000, 8507.20.8030, 8507.20.8040, 8507.20.8060, 8507.20.8090, 8541.40.6020, 8541.40.6030 and 8501.31.8000 tax number.
According to the US investigation procedure, the US International Trade Commission will make a preliminary ruling on or around February 14, 2014. If the conclusion is affirmative, the US Department of Commerce will make a preliminary ruling of subsidies around March 28, 2014, in 2014. The dumping preliminary ruling was made around the 11th of the month.
