Li Peng said that in light of the current status of various fields of domestic renewable energy power generation, the “13th Five-Year Plan†of wind power is expected to gradually change the current status of “alternative energy†and become the mainstay of energy consumption. He pointed out that as of the end of 2013, wind power generation accounted for only 2.6% of China's total energy consumption. In the same period, Germany and Denmark accounted for more than 20% of wind power consumption, which has become their main domestic energy source. Even in China, independent of the national grid system, Mengxi Power Grid, in 2013, wind power generation accounted for 13.4% of the total network power generation.
Although the strategic position of wind power in China's energy consumption is getting more and more attention, Li Peng said that the overall layout of the 13th Five-Year Plan for domestic wind power development will still be arranged according to local conditions.
According to Li Peng, according to the planning thinking, during the “13th Five-Year Plan†period, the domestic installed capacity of wind power will reach 100 million kilowatts, and the annual average new scale will reach 20 million kilowatts. Among them, the “Three North†wind power base will be newly installed within 5 years. 60 million kilowatts, 30 million kilowatts in the middle and low wind speed resource areas in the central and eastern regions, and 10 million kilowatts in offshore wind power.
