Anhui's textile industry deepens technological innovation "strong gluten bones"

The textile industry, one of the nine industries in Anhui Province, focused on adjusting and rejuvenating the target, further using high technology to transform and upgrade traditional industries, and promote structural adjustment and industrial upgrading. In the first half of the year, the industry achieved an industrial added value of 8.874 billion yuan, and realized sales revenue of 29.617 billion yuan, an increase of 31.22% and 51.39% over the same period of last year.

Anhui Province is a large agricultural province. The textile industry has always been a traditional pillar industry and an important civilian production industry. It involves the interests of nearly 500,000 employees and 3 million farmers, and plays an important role in foreign exchange earning and employment. Last year, after the province formulated a structure adjustment and revitalization plan for the textile industry, this year it also formulated an implementation plan to proceed from the reality of expanding domestic demand, solving people’s livelihoods, ensuring employment, and increasing revenue, and comprehensively promote the transformation of economic development methods.

Anhui Province is guided by the national industrial policy, focusing on textile industry key products, promoting technological transformation in the industries of cotton spinning, printing and dyeing, wool spinning, knitting, and home textiles, and upgrading the structure and level of the textile industry. Last year, 96 technological transformation projects have been completed, with a total investment of 9.43 billion yuan. This year, 128 technological transformation projects have been implemented with a total investment of 10.05 billion yuan. In 2011, 136 technological transformation projects had a total investment of 10.72 billion yuan. Among them, 100 key enterprises implemented 100 technological transformation projects with a total investment of 16.07 billion yuan. Through accelerating the implementation of a number of technical reform projects such as Tongling Textile and Garment City Company and Wuhu Shanshan Xinmingda Co., Ltd., a group of key enterprises with strong international competitiveness were formed.

Anhui Province has increased investment in scientific and technological innovation, and has accelerated the establishment of an independent innovation system that is market-oriented, enterprise-centered, product-centered, research institute-backed, and the combination of production, study and research. In 2009, 8 projects have been completed with a total investment of 160 million yuan. In 2010, 9 projects will be completed with a total investment of 220 million yuan. In 2011, 7 projects will be completed with a total investment of 420 million yuan. In the three years, 45 provincial-level new products were confirmed: 14 confirmed in 2009, 15 confirmed in 2010, and 16 confirmed in 2011.

When strengthening industrial restructuring, Anhui Province will speed up the elimination of outdated production capabilities that are inconsistent with the country’s industrial policies and realize the task of energy-saving and emission reduction in the industry. The cotton spinning industry focuses on the elimination of the spinning and weaving equipments produced before the founding of the People's Republic of China and all the "1" prefix models, the A512 and A513 series spinning machines, and the backward elimination of B250 wool worsted machines and H212 wool weaving machines. The printing and dyeing industry will focus on the elimination of the backward production process equipment such as the 74-type dyeing and finishing production line and the flat screen printing machine. At the same time, the entire industry focused on structural adjustment and industrial optimization and upgrading, and focused on the implementation of “five changes”: “fine” to accelerate the industrial upgrading of the cotton textile industry; “brand” to fully promote the development of clothing shoes and hats; “Cultivate industrial textile companies to grow bigger; support “support” to vigorously support the growth of home textile companies; and “clustering” to increase industrial scale.

Anhui Province also targeted the industry's poor product innovation capability, lack of independent brands, and low value-added brand, which put the company's brand building in a more prominent position and realized a leap from processing and manufacturing to brand creation. Firstly, a backbone enterprise is the main body, a group of Chinese famous brands are created, a group of famous brands in the province are fostered, and a brand group of textile products in our province is formed. Second, powerful enterprises are promoted through various forms of brand acquisition to cultivate and develop a group of well-known brands. High brand-name products, branded companies, and brand bases with high market share and strong competitiveness; thirdly, they promote the competitiveness of the textile products market with brands. To build brands to improve the level of key enterprise product development, quality management and market development, to break the pattern of homogenous and disorderly competition, and strive to improve the province's textile product quality and market image.
